Reporting to: Acting Manager, Education InstituteAbout CNSST FoundationCNSST Foundation is a charitable trust that providesculturally and linguistically appropriate services to Asian new settlers andthe broader community. Our Education Institute (EI) delivers English languagetraining, workplace literacy, and vocational programmes that help migrantssettle into New Zealand communities and employment.We are looking for an experienced and detail-oriented ProgrammeLeader to lead academic quality assurance, assessment, moderation, andtutor management – ensuring our programmes meet NZQA and TEC standards.About the RoleYou will take ownership of:
Internal and external moderation (NZQA)
Assessment planning and compliance
Tutor recruitment, onboarding, training, and appraisals
Programme development, review, and approval
Quality assurance systems and annual self-review
TEC compliance support
This is a critical role requiring priorexperience in a Private Training Establishment (PTE) and astrong understanding of NZQA moderation and assessment requirements.Key Responsibilities
Programme Development, Review & Approval – Lead programme development and curriculum updates; review and approve programme changes (academic content); ensure programmes meet NZQA approval and accreditation requirements; contribute to annual programme reviews; submit NZQA reports (NZCEL, ILN, WLN, CCCT, Food Safety)
Quality Assurance – Update QMS and Student Handbook; support the Student & Academic Coordinator in maintaining teaching quality; provide guidance on assessment practices; respond to and/or escalate academic complaints; maintain records of academic appeals
TEC Compliance Support – Contribute to TEC compliance work, including annual organisational self-review; support preparation of audit materials; assist with learning achievement reporting
Internal Moderation – Conduct pre- and post-assessment moderation; ensure consistency and fairness of marking; maintain moderation records; identify issues and implement corrective actions
External Moderation (NZQA) – Coordinate submission of assessment samples; review and verify materials; respond to NZQA feedback; meet all external moderation deadlines
Assessment Planning – Develop and maintain assessment schedules; ensure alignment with unit standards and delivery plans; prepare and submit annual assessment plans to NZQA
Tutor Recruitment, Screening & Selection – Source and screen tutor candidates (CV review, initial interviews); identify qualified candidates that meet NZQA and programme requirements
Tutor Onboarding & Training – Coordinate tutor onboarding (programme-specific induction); provide training on assessment practices, moderation requirements, and teaching resources; coordinate Teacher Only Day; identify professional development needs
Tutor Appraisals & Performance – Conduct classroom observations; monitor day-to-day tutor performance; prepare pay rise recommendations
Annual Organisational Self-Review & Audit Readiness – Lead the organisational self-review on quality of education and training, as well as the effectiveness of CNSST EI's Quality Assurance Systems and Practice
What We Are Looking ForEssential:
Prior experience in a Private Training Establishment (PTE) – essential
Strong knowledge of NZQA moderation and assessment requirements
Qualification in education or a relevant field
Experience in academic quality assurance or moderation
Experience in tutor management, training, or appraisals
High attention to detail and strong analytical skills
Strong documentation and reporting capability
Familiarity with TEC reporting and compliance requirements
Full working rights in New Zealand (NZ citizen or resident)
Fluent English and Mandarin – both in writing and verbal communication
Desirable:
Experience with NZCEL, ILN, WLN, and micro-credential programmes
Familiarity with Enrolpro or similar student management systems
Understanding of the Code of Practice for Pastoral Care of International Students
